Hi Rafael,

my reading from using and following GAE/GCP for a long time is that on the 
2nd-3rd year of GAE they realized that they were trying to do too much and 
decided to de-emphasize and partner for a number of services including the mail 
service—it fell into "we wish we had not launched this service" category. In my 
opinion, this was a mistake and the wrong decision. You can probably partner 
for text messaging and nobody will notice but e-mail is a first tier service 
because it has tight dependencies on other first tier services (like storing 
big messages in a GCS/S3 solution in the same network).

In any case, when you go past the administrative overhead you will find that 
many aspects of the GAE mail service work really well. They just ignore fixing 
some annoying bugs and adding new features but this is not uniq to the mail 
service.
