Hi Don,

Yes, currently users who sign in using the Google Apps sign in for the
control panel URL will be able to access Google Apps services without
going through the SSO Sign in URL.   However this behavior likely to
change in the future based on feedback from customers.

Also, if you specify an IP whitelist in SSO settings, a user who
access Google Apps from an IP address not in the whitelist will be
directed to the normal Google Apps sign in.
