Hi Don,

The IP whitelist feature is staying.  What is likely to go away is the
ability for non-admin users to sign in to the control panel URL, which
does not use SSO, and then switch to email.

Currently, having SSO failover to Google Apps would require manual
intervention.   A Google Apps administrator would need to disable SSO
(or reduce the IP whitelist) in order for users to fallback on the non-
SSO Google Apps sign in.

In general we try to give as much notice as possible through this
group.  We don't announce every bug fix, but we try our best to follow
up on any bug reports.
