Hello Will, It seems that your plan seems reasonable to me. Theoretically it will work.
Additionally, perhaps you can use Email Migration API: http://code.google.com/apis/apps/email_migration/developers_guide_protocol.html Using this API, you won't need to prepare a new IMAP server, or to know their passwords either.
