I wanted to emphasize this as well, as we had the same problem with 4
accounts out of 80,000 bulk imported:

1) The API would return "EntityExists" trying to create, but
"EntityDoesNotExist" trying to retrieve.
2) The web control panel would error that the account already existed
trying to manually create, but never show in the user list. It's a
different error than trying to recreate during the 5-day deletion
window.

I contacted app support and they confirmed it's a partial creation
bug. They also found other accounts in that same state that we had not
yet stumbled across.

I just wanted to confirm what Drew, Jiri, and Eric had already found.
Maybe it'll save another admin the half day of banging the head on the
desk. I've learned my lesson: search online for answers BEFORE banging
head on desk :-)
