The historic pattern was to express these extensions as override rules
in html5-elements-defs, but I'm fine with it here, because the
html4/html5 distinction is not very useful, there are no cases where
someone wants to permit strict html4 excluding html5, and I had a TODO
to collapse them together anyway.
