I have my project, canviz, set up to send an email to the canviz-
issues discussion group every time an issue in the tracker is
modified, and to send a message to the canviz-changes group every
time I commit something to the repository. Lately, every message to
these lists is requiring moderation because "Message may be spam".
What criteria is Google using to determine this, and how can I
educate it that these messages are not spam?

Second problem I experienced yesterday: once I moderated a message
through, it didn't show up on the list. I had selected the "Post"
radio button next to the message and clicked the "Moderate messages"
button. This caused the exact same page to reload, with the same
message still present, so I repeated my steps. This time when I
clicked "Moderate messages" it said something to the effect that an
error occurred and if it happened again I should report it to this
group. I tried again later with another message and the same thing
happened. I now have several more messages awaiting moderation in
both lists but I don't want to approve them for fear they'll
disappear into the bitbucket too.
