I have permission to release the code under UI/NCSA, but I don't have
a permission to use BSD yet. I asked about BSD, but I'll have to argue
strongly for it.

I don't think "cut down on the tower-of-babel" is a valid objective to
reject a project from hosting. In fact it is quite contrary opposite
to freedom. I understand that Google (and individual developers) might
be limited in resources to evaluate every single license and
determine, whether it is an the open source license.
