I hope that Google's position on this makes it easier for you to make your case. Our stand against license proliferation has been pretty widely praised. It more like the "social contract": people choose to not exercise certain potential freedoms in exchange for the ability to get along with others. As Ben pointed out, there are certainly other places and ways to host an OSS project, we are not stopping you from going your own way if you want to. But, the thing to learn about license proliferation is that pretty much everyone is sick of it, no matter where you go. We are just moving that evaluation criteria up the decision chain. It's not very hard to determine whether or not one license is open source or not. The big cost comes in trying to figure out whether N different software components can be combined when they have N different licenses. That's a tax on the whole community, either in in lost time if people do bother, or lost ability to redistribute if people don't bother.
