No, the project is not open source software. It's as simple as that. Google Code is an open source project hosting platform, not free web hosting for any files. You should use a generic web host to host this data, not Google Code. Again, Google Code is *not* a generic web hosting platform. It is exclusively for hosting open source software projects, and open content (eg. Creative Commons media files used by an open source 3d engine). Furthermore, looking at other projects you own, I see other similar violations of the terms of service: http://code.google.com/p/xzfkillerfileshares/ : random file hosting, no source code, no open source. http://code.google.com/p/auditionmaterials/ : random file hosting, no source code, no open source. http://code.google.com/p/neworld2level/ : the description says it all, "used as a file server". No source code, no open source. So, out of 4 active projects you own, all were in violation of the terms of service of Google Code. Getting it back just like that is not going to be possible. I can unban you, but first it needs to be absolutely clear what Google Code is designed for. It is exclusively for hosting open source projects. It is not a generic file hosting service, it is not a file sharing service, it is not a personal home page server. Hosting anything other than an open source project on Google Code is a violation of the terms of service that you accept by using the platform, and you will get banned for abuse of the platform. If you'll confirm that you now understand the terms of service, I'll revert the ban and give you another chance.
