Yup, that works. So, we've established that a traceroute can reach
Google Code, here's the next things to check:
 - Are you behind an HTTP proxy? If you are, maybe that proxy has
connectivity problems. From the traceroute and time of week though,
this looks like a residential internet connection, where a proxy is
less likely than in a company...
 - Is your computer configured with any kind of HTTP proxy? Depending
on the operating system, this can live in various places. What OS and
Subversion client are you using (eg. Linux and commandline client,
Windows and TortoiseSVN...) ?
 - Are you able to connect to other *.googlecode.com addresses? In
particular, are you able to check out other projects that you own
(where you have permission to access over https) ?

I've just done another quick check, and as far as I can tell,
everything is serving happily on our end. That doesn't mean it's
necessarily something wrong on your end, but the above are the usual
suspects with connection problems (especially having a proxy
configured when none exists), so we should take a look at those first.
