Hmm, no proxies configured there either. However, given that Firefox can connect, it's clear that there is something going on with the configuration of TortoiseSVN.
Since I don't use it, I'm afraid I can't help much more. I suggest you ask on the TortoiseSVN support mailing list ( http://tortoisesvn.net/support ) for more guidance on how to get TSVN to behave properly.
