You just enter the email address where you want the notifications to be sent. You would enter that into a text field on the "Issue Tracker" subtab of the "Administer" tab. You can use any existing mailing list. If you don't have a mailing list already, you can create one at http://groups.google.com/. Just be certain that emails sent from your project will be allowed to be posted on the mailing list. The best way to do that is to add [email protected] as a member of the mailing list (but with no email delivery to that address, if possible).
