OK, how do you want to slice it?

Another way to do it is to use issue filter rules.  You do that on the
Administer tab in the Issue Tracker subtab.

You can define a rule that says, e.g., any issue labeled Type-Defect
should add you to the CC line automatically.  Whereas, any label
labeled Type-Enhancement could CC someone else, or no one at all.

If you want the emails to go to an email address that is not a Google
Account, then use the "Also notify" rule type instead of adding a CC.
