This means that they will have to analyse how to best go about incorporating a new Updates page. There are I'm sure many ways to go about this and they want to make sure they pick the right one first. You don't want them adding it and removing it all the time because they went about it the wrong way. Hopefully it will bring back the tools of the old Update page and maybe even more (or at least the potential for future additions).
