I had an experience like this a while back when I first started working with 
the Shared Contact API. Google says 24 hours, but in my own experience that 
time is variable, especially with newer domains it seems. In my own domain I 
have seen delays of up to 2 weeks before a shared contact that I created 
(and can late retrieve using the Shared Contact API) shows up in the contact 
manager or can be access while composing a message.

It would be interesting to know if other users have experienced this delay 
as well, but I know that I definitely have, so keep checking. Again, I only 
experienced this for a while, most of the contacts that I create now show up 
within a couple of hours.

As two your questions:

   1. Yes, shared contacts created through the API will show up in the 
   Contacts Manager within Google Apps
   2. I don't believe that there is a way for users to create shared 
   contacts through the Contacts Manager, they can only create personal 
   contacts through the Contacts Manager. There are marketplace apps that allow 
   users to manage shared contacts like:

   3. I think that the secret is just being patient with the API
