I have tried to create shared contacts in two domains: our test domain and 
our production domain.  In the test domain, everything works as expected.  The 
contacts are always available in the Contact Manager within 24 hours, 
usually much less.  In the production domain, where it actually matters, I 
created 31 contacts on August 11 and got back “201 Created” for all of them.  
None of them were visible in the Contact Manager until August 18, when 16 of 
them appeared.  The next day, one of those 16 disappeared.  As I write this 
(13 days after I created them) the other 15 contacts have still never been 
available in the Contact Manager, and the one that disappeared August 19 has 
never come back.  Listing the contacts with the API consistently shows all 
31 of them.

I tried getting help from Google Support, but they just say that they 
“cannot help (me) program or modify scripts,” even though I don’t see how a 
reasonable person could consider this to be a problem with my script.
