I understand that this kind of issues are hard to reproduce. Thanks a lot for filing a bug report, but you use the wrong issue tracker :(... The one to use is linked on the left navigation bar: Issue Tracker<http://code.google.com/a/google.com/p/apps-api-issues/issues/list?q=label:API-Contacts> .
In the meantime, as a work around, you should store the entry that is returned by the API after the update (PUT) so that you'll be sure to have the latest update or try to wait a little bit more.
