The gadget directory is different from web search; we can't directly reuse the spam detection that web search does. That said, we are always looking for ways to improve the quality of the gadgets listed in the directory and reduce abuse. Right now the process outlined at the DMCA notification page you linked to is the best way to request removal of an infringing gadget.
