Is the issue you're having similar to http://code.google.com/p/igoogle-developers/issues/detail?id=5 or are you saying that under normal conditions your gadget changes don't propagate to the user's iGoogle pages? Changes to the gadget spec on your servers should show up for users within a couple hours normally.
