I am also seeing both of these issues. The work around that I use for
the "My gadgets" tool not working is by taking the cache off from the
embed gadget url by appending a "&nocache=9" to the URL. Example:
http://www.gmodules.com/ig/creator?synd=open&url=http%3A//www.believer.com/outreach/versetoday.xml&nocache=9

I still haven't figured how to update the cache to all the other
iGoogle users. When I make changes to my gadgets, I've noticed that
only about 70% of the iGoogle users are seeing the updates & the
remaining users gradually get their cache updated (over a period of
months).

At one point there was a cache busting code snippet you could put in
your gadget to push out the updates to all the users, but I don't
recall what that was & never needed to use it before. I'll let you
know if I figure that out.
