... aaaand it was my fault.

I'd manually upgraded 'grep' to get its new colour schemes, and by
default it seems to now build grep/egrep/fgrep as separated exes, but
the RPM was still installing them as symlinks to 'grep', so 'egrep'
wasn't 'egrep'.  This broke the LANG check in 'wrapper'.

Fixed now, picasa's running fine (3.6).
