You are *assuming* picasa is a graphic editor which it is but only to a
very basic extent.  Picasa is to graphics as windows is to a general
computer ?user?.  It is an easy, hide-the-control, and do what the
designers believe you should do; rather than a full-blown editor which
requires you to know the controls.

Picasa is good for quick and easy but not much past.
