Normally each zoom layer is twice the size of previous level, ie 4^2, 8^2, 16^2 tiles. I am working with a custom map where each level is 3/2 times the size of the previous level. 8^2, 12^2, 18^2, 27^2 tiles
When zooming the current level will still stretch to twice the size(or half) while the next level loads. Normally this makes for a nice teransition. In this it causes a jittery map because zooming just one level will appear to zoom too far and then back to the proper level.
