The GroundOverlay class currently does not re-project - it assumes an
already projected image. You can file this issue if you'd like us to
do the reprojection:

I found some information on Google about the GFW file format:
http://www.fmepedia.com/index.php/How_do_I_create_a_georeferenced_raster_from_a_vector_file

You would need to turn it into a bounding box. I'm not quite sure the
exact math, I haven't used GFW before. I think some folks in the
Google-Maps-API group may have; you could consider posting there if
noone knows here.
