If you are serious about GIS applications running under Flash Player,
you will want to consider the ESRI Flex API.

I moved to it from the Google Flash API about two years when it was
obvious that Google were going this way. ESRI API is very good, runs
closed network, fast startup, and has some serious GIS functionality
(if you need it). Free to access base maps are maybe not as good as
Google's but if you are serious about your base maps, provide your
own. Oh, and projections are included. Well supported developer forum,
regular updates and some great samples with code. More here:
