I think the crucial question is where the map is actually coming from. If it's from a website you've created and hosted somewhere (so that people could access it without an iPhone) and you're simply displaying that site within your app, then there should be no problem. Effectively your app is a browser. If it's any other place, like directly from Google's servers or even part of your application (no internet connection required) then that would be against the TOU.
