TOU Section 1.4 Para 1 relates to restrictions of Google's licence with data providers. The large paragraph on Map Information in http://maps.google.com/help/terms_maps.html starts with reference to Navteq and Tele Atlas, and ends with the conclusion - " you may not use Google Maps with any products, systems, or applications installed or otherwise connected to or in communication with vehicles, capable of vehicle navigation, positioning, dispatch, real time route guidance, fleet management or similar applications."
The proposed application has nothing to do with the vehicle itself -- it's all about the environment surrounding the vehicle -- therefore the display of this real time environmental data is within the TOU.
