What is unclear about those two interpretations of the rules?

If you're tracking *people* then that's fine, subject to their
privacy; if you're tracking vehicles, it's not (whether a skateboard
is a vehicle might be a moot point). The answers to your questions are
therefore:
  No.
  Yes.
