It cant or doesnt whichever, OpenLayers enables access to many data 
sources WMS and TMS are its prime data
source citizens. Google Maps and others which require use of there own 
API, will be wrapped
by OpenLayers (resulting in a big web app) if you want to combine Google 
Layers in Open Layers
you are including your Google Maps key and downloading the Google Maps 
API  and have
the same restrictions there of.
