Might to need to consider what is meant by 'accuracy'.

One aspect of that is - no point defined by lat/long is ever going to
exactly match any physical address - because they're not point
objects.    For a street, say, you could represent it by a point
EXACTLY in the middle of the street, but how would you term the
'accuracy' of that point - in the end it's only an average, an
indication.

Another aspect would be more about 'confidence' in the results.   If
there were only one 'thing' in the world called Michigan - the
geocoder would be very confident it was directing you to the right
one.  Accuracy 9, job done? (from the geocoder's point of view)

No answers there I'm afraid, but what they mean by accuracy might not
be what you have in mind.
