13.7189358, 51.07600017 is Dresden, so they are WGS84 coordinates.
Another possibility is: publicly available shapes are often - at least
partially - garbage, ie. sloppy assembled, partially inaccurate or
with other faults.
If thats the case it should be a quantity of work to correct that
manually, because your file covers a few megabytes.
