That is taken out of context.
First, it is a resource for teacher, explaining what reasoning student
might make.
The paragraph you quoted from starts with: "Students may also reason
that ... ", which doesn't mean it is a correct reason, or by any means
a definition.
Aside from that, the paragraph is talking about an hypotetical case in
which a triangle has no interior, and one angle is 180 degrees and the
other two are 0 degrees, which is wrong per definition, as the sum of
the interior angles must be greater than 180 degrees.
