I have an entry on the http://maps.huge.info/blog that lists zip codes with their "birth" date from (I think) 2006 onward. You might check the list out.
I can see why a 2007 version of the zip code polygon database would be inadequate, a lot has changed in the zip code world since then. What exactly are you trying to do? That may help with potential solutions. Do you have a license to use ESRI's polygons on the web?
