The terms are the terms, read them for yourself. They definitely DON'T say 'you can ignore the terms if you do less than 50K hits per day' which is what you seem to be suggesting. The clue is in the name, Google MAPS api, the supporting services are provided for use with the maps. You could look at alternate geocoding services, but DO examine the terms on any of those. This could include paid-for services of course.
