While limits are raised for the Premier licence (eg more than 15k/ day), I don't believe that any usage restrictions are altered. The Premier licence allows you to release an application on an intranet rather than publicly, but I believe that the necessity for a map is retained. I'd be very happy to be corrected if that's not the case.
