What I was trying to refer to was that on the API registration page, it says
"A single Maps API key is valid for a single "directory" or domain."

I think this leads people to believe that you can enter a directory and it
will work. I think saying something like what you quoted is very clear, but
it is not on the registration page, you have to search for that and find it
and know that that is the problem. For someone new, to troubleshoot it
themselves, could be somewhat troublesome.

That's why I think adding, or probably replacing, the current "A single Maps
API key is valid for a single "directory" or domain," with what you quoted
makes it clear for new people that the best practice is to use the top level
domain. This way the "directory" isn't even suggested to new users, and more
experienced users who know how to use the directory feature correctly can do
so.

I was just suggesting it to help future new users avoid confusion, figuring
that new users wouldn't know what they are looking for to figure out
problems.

And I agree "Google can't make people read the available information." But
how is a new user to know what the problem is, and if they don't know the
problem, how will they know how to find the solution? Or what I am saying
is, if this is a common problem for new users, why not make it as clear as
possible on the registration page that gives details on setting it up? That
way, if it said "Register your top-level domain" or even "It is a best
practice to use your top-level domain as this would make all
sub-directories, etc work" or maybe "Unless you are an expert, register your
top-level domain"....then if new users followed that and it worked the first
time, they wouldn't even need to search for the FAQ you quoted in order to
find out that registering directories doesn't work and causes problems.
