Have you looked at using the proper Static Maps interface?
http://code.google.com/apis/maps/documentation/staticmaps/
It may at least solve some of your issues with size, terms etc.
People have done 'interactive' things with static maps, such as -
http://www.provide.net/~bratliff/usgs/
but I guess that carries the same problem, that you don't have time to
decode it.
