This might indeed be the explanation. However, in the case of France,
this data is made up by a gouvernement agency (bison futé). I don't
see why it would allow google to offer it on their own page and not
within the API since, in my opinion, this agency is not profit
oriented.

I have suggested to google on one of the forum (Issue trackers) to
include this data to the JS API traffic overlay. If they don't, maybe
we will know the reasons why.
