Don't the companies owning the highways have to give for free traffic information as a legal duty? If the data is not made up by bison futé, at least it is relayed by this agency. Moreover, I guess that the highways companies only make up data for their highways. However, data can be found about places which are not owned by any company, such as the Paris "peripherique", urban highways. Who makes up this data? Have you got more details?
