Devon is not an address.  The primary purpose of the API geocoder is
to locate addresses; if you want to locate other things, like
counties, mountains or lakes, you might find other geocoders better
suited -

Have you tried Hampshire?  That does work! but it offers a few towns
in the USA before getting to the county, which is apparently located
just north-east of Winchester.  Hampshire County however is in
Massachusetts ...
Somerset UK will suprise too, though Cornwall UK works as expected.

Who you?  This is a group for API users, not staffed by Google.
  I'm not sure such a statistic would be of much value, how would you
distinguish a geocoder request that you thought should work, from one
that I thought should work, from a simple garbage entry like
'bananas'?  umm that was a bad example - there are at least four in
the world ...
