I don't know how many there are, but
http://maps.google.com/maps/geo?q=devonshire+uk
does return at least one county.

In *this* case, given that no-one in the UK calls that county
"Devonshire" (except perhaps a Duke and his family) and the results
say "Devon", that's probably a mistake in the geocoder data.

The point is that it's simply not possible to separate out a
"reasonable" request which generates 602 from an unreasonable one. You
may think that "Devon" should be the former and something like
http://maps.google.com/maps/geo?q=QWERTY should be the latter;
presumably Google's data suppliers would put both in the unreasonable
camp.
