As long as you haven't agreed to the Terms, check the "fair use" 
copyright laws of your country. In some countries it's legal to copy 
moderate amounts of copyright material for bona fide educational 
purposes.

If you have already agreed to the Terms or the "fair use" law in your 
country doesn't cover you, then you're legally restricted to what the 
Terms permit - i.e. only using the tiles within the API.
