Geocoding is not exact, and the geocoder does not know every address on every street on the planet. So, you might give it something like "23, Archer Street, Somewhere". The Geocoder may know where Archer Street is, but not exactly where number 23 is. So it would give you a response pointing at somewhere in the middle of Archer Street but with NO number, because it isn't indicating any particular number, only pointing at the street in general. For most people's purposes, such as finding the way to an address, thats perfectly good enough. The Accuracy that is returned is information provided by the geocoder ABOUT the data that it has given to you.
