It all depends on the dataset which Google are using. This is why I
suggested raising an issue about the geocoder: it's actually locating
numbered buildings correctly.

Geocoders are not there for address validation. If it works for a
certain area, it's a bonus. If it doesn't work in Moscow, it's not a
fault.
