It does appear that the location returned is the building on the map. Great: the geocoder has done its job and located the address. A geocoder is *not* a method of verifying an address, nor is it guaranteed to return the full address. In this case, the output is consistent, and providing the street name in ThoroughfareName. In many cases, the building number is (incorrectly) added to the street name within that data item; the fact that it isn't for Russian addresses doesn't make it wrong, I'm afraid. You could always raise an issue.
