I can tell you -
No, 25K maps are not available through the MM Open API (yet?)
I do not think they are available to the paid-for MM API either.

It doesn't allow you to mix'n'match, its a wrapper that makes Googe
API behave like MM API etc, allowing easy switching.  Whatever you see
at any given time, is really brandX API with brandX tiles.
