display any Content or any part thereof (for example, the following  
are prohibited: (a) creating server-side modification of map tiles;  
and (b) stitching multiple static map images together to display a map  
that is larger than permitted in the Maps APIs Documentation);

Your statement about having the pins properly located implies to me  
you're trying to solve some other problem by doing this, which may  
actually be due to something unrelated. If you place a marker at some  
lat/lon, it doesn't matter what the zoom is. The pin will be located  
properly at z=1 all the way to z=17. What exactly do you mean when you  
say "at least they would have the pins proper(ly) located?"
