If you don't mind going to the trouble, you could make your own map  
projection which would only extend as far as you want, and then render  
your own tile images that only cover the region you want. However,  
this would not be a small undertaking, and would require you find data  
to render in the first place. The upside would be that you could  
custom-design your tiles to fit certain screen sizes at certain zoom  
levels and you would still be able to use geocoding and the like as  
usual (provided your projection works as designed.)

As I said, however, that would not be a task for the light-hearted.
