The problem persists whether I include
<meta http-equiv="X-UA-Compatible" content="IE=EmulateIE7" />
or
<meta http-equiv="X-UA-Compatible" content="IE=7" />



Curious:   My original post is for http://phoons.com/cgi/testmap2.pl
I figured it would be a courtesy for me to dump it to pure HTML via
Firebug.
And thus http://phoons.com/cgi/testmap2.html

...and testmap2.html does not show the odd IE8 behavior, even though I
didn't add the meta, while the pl version still shows the problem AND
includes the meta fix.  As far as I'm aware, all that my Perl script
is doing is serving up / returning the basic html.

I mention this in case this triggers an "aha" for anyone. (It doesn't
for me, yet...)
